PM Outbox problems...

I have been trying to work a deal, but the messages that I am sending are staying in my outbox, rather than actually being sent. Is there a way to force send them?

The reason they haven't been "sent" is because the receivers haven't actually read them yet. That's a handy way of knowing if people are reading your messages; it stays in the outbox until the other guy goes into his inbox and actually clicks on the message.

Unfortunately this can be somewhat exploited by the unscrupulous.

My understanding was that the message will remain in your Outbox until the next time the user you were trying to contact signs in.

That is why you see so many PM sent messages.

That is correct. The messages stay in your outbox until the other user signs in.
