How long is too long?

I'm made an agreement with a new trader on Bartertown to purchase some FoW minis. I asked if he would be willing to send first then I would Paypal his account or mail a check/MO when the minis arrived and he agreed. It's been 19 days, no package and he's been ignoring my PMs (sent 12, six (6) and one (1) day ago) on Bartertown. He's left feedback for and received feedback from two other members (12 and three (3) days ago). He last logged into Bartertown on Mon, 06 Aug 2012 14:58:10, 24 minutes after my last message.

When should I consider this guy to be a Backout/Deadbeat, post a thread and a negative ref?

Now. If he's read your messages and is ignoring them.
He's obviously been online and could have read them, he must be choosing not to answer them.

I'd PM him a 24 or 48 hour warning, then call the deal off.
If he's new, there's a possibility I might even open a BO thread.
