My Russsian is really rusty but I figured it out...
It says " beat the fascist vermin! "
The complete saying is "Бей фашистскую гадину!"
The decal is missing a bit of the lettering (the script portion is sloppy) so it took a bit of searching.
Also, it seems that these slogans were not very common, but model makers started including them for the cool factor.
I'll leave that for our resident historians to weigh in on though :)

Most likely a tank owned by a collector. As Soviet tanks usually had unit designation numbers on the side.

If you don't have your Location listed in your User Control Panel, why not take a second and update it? It will let your trading partners know where you are from the beginning.
