The greatest man in history, Jesus, had no servants, yet they called Him Master. Had no degree, yet they called Him Teacher. Had no medicines, yet they called Him Healer. He had no army, yet kings feared Him. He won no military battles, yet He conquered the world. He committed no crime, yet they crucified Him. He was buried in a tomb, yet He lives today. Re: painting high elves robes
I like to start with Space Wolves Gray (or equivalent) as a base. This created shadows in the low areas. I follow with a thinned mix of SWG & white to the raised areas, slowly adding slightly more white as I get higher until I'm using thinned down pure white at the highest peaks.
That's the basic version, but it gives you the idea.

Re: painting high elves robes
My quick and easy high elf robe technique is to shade down. Start with flat white and then paint a line of thinned down Space Wolves Grey in the folds. Then, you need a steady hand for this, draw a fine line of shadow grey in the most recessed area of the fold. That's a tabletop quality technique. For display quality I'd paint the whole thing Space Wolves Grey like MM said, but then I'd wash it with highly thinned down Shadow Grey. Then I'd bring it back up with successive coats of thinned Space Wolves Grey and then white.

Might wanna try a little highly thinned down gryphone sepia on the edges of the robes for weathering effects on em. Just a though.
