The Frateris Militia were legal in Second Edition, but the Sisters' book was the last to be released - about two weeks before Third Edition came out - much to the consternation of the Ordo Hereticus players at the time. The Militia didn't even warrant a mention in Chapter Approved, although you probably could've used them as Imperial Guard conscripts of some kind if you had to.
IIRC, the Frateris Militia miniatures themselves were of 1999 vintage.
