Ok, I seem to be having a slight problem with a deal. Basically, he was supposed to ship first. I'm not sure if he did or not. He claims he did. Either way, I tryed to contact him to tell him I haven't recieved his stuff yet, as its taking significantly longer than it should. He won't respond. What should I do?

If his stuff gets to you, ship his end of the deal.

If it comes down to it, do NOT be pressured into sending.
If he sent it in such a manner as to cover his butt and yours (with delivery conf, which I ALWAYS use), you will both be good to go.
If not, then the burden of proof is his own.
Maybe he can send you a scanned copy of the receipt from the post office? It won't have a LOT of detail, but it will say how much he paid for shipping and the city & zip he sent it to... if he's shipping from within the US, that is.
