Where if I am allowed to post a solicitation for a painter? What are the governing rules?

If you are looking to hire someone to paint, this section is for you: Painters Wanted/For Hire.

We had a problem with commission painters spamming it and not advertising a few years back, but it's always been free to post there to find a commission painter.

YW is correct. Feel free to post.

Obviously only advertisers can publicly post on your thread, but what happens in DM stays in DM (unless someone reports it of course).

Not that I am suggesting that behaviour, but expect a few DMs.

Yes. Just not more than once every 7 days in each subforum. Supporters and advertisers can post more frequently.
