So, I'm curious if anyone has any idea where to find oversized bases for 30-ish mm scale. In specific, I'm trying to do some stairs, but I'd also be interested in other options. I'm thinking display or centerpiece sort of scale.

Oversized in what manner? Like, freakishly tall? Too wide (60 mm bases for grots)?
Or are you looking to use the bases AS the stairs in question?

I know CMON have some deep recess bases for their Wrath of Kings range, not sure if that's what you're looking for though.

Guess I could have been clearer. Stuff like the Horus Heresy character line, where they're set up as a pretty sizable display though functional.

The WoK ones looked pretty cool (thanks, might need to snag those for future projects), but don't have the elevation I'm looking for.

Have you looked through Dragon Forge's offerings?
They have some nicely elevated bases in some of their lines.
