Jokers Wild - Homebrew Skirmish Game

For the last couple of months, I've been futzing around with a Western-themed skirmish game that I'm calling Jokers Wild. The basic rules are now pretty well cobbled together, and I thought I'd share them here at BT in the Creative Endeavors forum. Note: This is a living document that will be subject to change. Any input/feedback/discussion is greatly appreciated, and will have an impact on where this goes. At some point, I intend to add more examples and maybe even art, including pics of minis and my ERTL Cow Town set up.
Also note: Jokers Wild is a creative endeavor, and not a commercial endeavor. I have no intention of selling this game or pushing it in a commercially viable direction. I've been having fun with it, and want to share.
