Another material I don't see mentioned here are cardboard tubes. Simply the ones from the middle of a toilet paper roll or paper towel roll.

Stack the tubes together and form a honeycomb pattern. Impacts will (mostly) be redirected around the mini through the rigid structure of the cardboard tubes.

Wrap each mini individually. You can get several in a tube. A single packing peanut or bubble wrap bubble (large) between each works nicely. Keep going until you run out of minis.

Pack the tubes in the box. Orientation doesn't really matter. Pack the tube structure as one items. Peanuts/bubble wrap all around.

Viola, shipped minis and Vespid Hive terrain in one fell swoop :)
