logging mail fraud complaints from overseas?

hi there
im in the UK and have been having some problems with a US ebayer who wanted to return some items back in jan but after getting the refund from paypal still hasnt returned the item and hasnt returned my emails for the past month.
how do i go about resolving this legally? what was are there of filing for what is now effectivly stolen property?
any help would be much appreciated

Oh man, that sucks big time. That's why I never give refunds until the stuff is back in my hands in the same condition as when I sent it.

My first question is have you filed any complaints with eBay and PayPal? Most folk'll tell you that they won't do crap to help you (and they're probably right,) but it should still be the first thing you do, especially since they both talk so high-and-mightily about making a scam-free environment.

Other guys can give you insight into the other alternatives.

Paypal is helpful, but not this long after the fact. Their policy restricts actions to 45 days after a transaction was initiated.

thats the major problem the guy complained it wasnt what he wanted to paypal and they took the refund but now its 45 days past the fact i can get anything sorted through them.
this issue with paypal is something that has fatured quite often on a consumer right tv show over here in the uk and i didnt take it seriously, well from now on i will.
what options are there available now that paypal and ebay have shafted me by taking the refund?

Normally I would agree, but I just got back some money from them that I had been scammed for back in june of last year. On a whim, I filed the complaint (had just emailed scammer for an early happy anniversary, yes I am bitter) and got the money in three days. It wasnt a large sum but surprised none the less I was.
