I'm having an issue with sending a Private message...They keep staying in the outbox, never go to the sent
folder. What am I doing wrong, or is there something I'm missing.

You're doing nothing wrong. The recipient you are sending the message(s) to has not read them, they only move to sent once they are read bu the person receiving them.

If you don't have your Location listed in your User Control Panel, why not take a second and update it? It will let your trading partners know where you are from the beginning.

The message stays in the outbox until the recipient checks their PMs.
